Abstract: This paper proposes a new conceptual model of social innovation in public sector services. The study uses qualitative analysis to understand the contributions of innovation in social development by examining the smart city concept using the example of the Bandung Government in Indonesia. The Bandung Government has been successfully developing innovative solutions towards service quality in public sector management. This study develops new perspectives of social innovation that can be applied to improve the public-sector reforms in developing countries.
