Abstract: This paper synthesizes the academic, professional, and policy literature on research partnerships with an eye toward technology policy. Based on available theory and empirical investigations, there are a variety of important reasons why firms participate in research partnerships and a number of reasons why governments encourage them. We conclude that technology policy authorities need to be aware of these reasons and accordingly be cautious when comparing the benefits with the downside effects associated with collaboration.
