Abstract: This paper examines how the European Union has responded to the Russian-Ukrainian conflict and considers the factors that may be influencing how European Union member states are responding to the conflict. The factors that are considered in the paper include international norms, opinions of individuals, proximity to the conflict, and energy dependence.
