Abstract: The team structure was implemented in the Acquisitions Services Department at the Pennsylvania State University Libraries in July 1994. This was shortly after the adoption of the Continuous Quality Improvement (a version of Total Quality Management) initiative at Pennsylvania State University. For the library, it was in response to reorganization discussions that occurred as a result of frustration and lack of communication due to the hierarchical structure that was in place. Financial implications were also considered, as we hoped that the team structure would improve efficiency while reducing the number of staff members in Technical Services.
