Abstract: This thesis briefly evaluates the trends in current international relations -- the phenomenal increase in international terrorist attacks, and the sporadic growth of international law capable of combating this disturbance to world peace. The thrust of this study is directed toward a concise assessment of the concepts, precedents, and potential of international law as an instrument of restraint upon international terrorism.
