Abstract: The problem explored in this thesis is one of renewing urban areas. The Federal government, through enabling legislation, has various programs that attempt to help solve the problem. A Federal legislative history of urban renewal helps to show the reader attempts made by the Federal government in this area. The local agency, in cooperation with the Federal agency, works to help stop urban blight. From personal observation it was found that many people were dissatisfied with the results of the program in which they were involved.
