Abstract: The purpose of this problem of practice was to conduct an evaluation of the Pender County Alternative School , Students Taking Alternative Routes Academy (STAR). The evaluation was conducted using the Empowerment Evaluation system developed by Fetterman , Karfarian , and Wandersman (2015a). At the conclusion of the evaluation , it was recommended that the STAR Academy be left in place with recommendations to: (a) Improve linkages to referring schools; (b) Increase support systems for students enrolled in STAR Academy; and (c) Develop Individual Education Plans (IEPs) for all students enrolled in STAR.
