Abstract: A review of the current system of social welfare, including a brief history of the antipoverty movement, provides insight into the problems which exist in this system of relief. This analysis strongly emphasizes the need for change. A Negative Income Tax plan is an approach to such a change which utilizes the federal tax system as a means of reducing or eliminating poverty.
