Abstract: The increasing crime rate and the economic costs of crime have resulted in concern with the failure of current public policies concerning crime in American society . . . The purpose of this research is to evaluate the supposition that CETA (Comprehensive Employment and Training Act, 1973) programs reduce recidivism more effectively if targeted at a population of rational offenders, where a rational offender is defined by economic theory and previous empirical research.
