Abstract: Over the past seventy years (1900 to 1970), the community/junior college has become an established element of the American system of education. In accordance with this fact, the State of North Carolina has taken the initiative in establishing a system of community colleges and technical institutes. During the period of 1950 to 1970, a number of studies were conducted to make recommendations concerning the establishment, organization, and operation of a system of community colleges. It was the purpose of this study to compare what was suggested and recommended in these studies with the law, policies, and administrative memoranda which govern the Community College System.
