Abstract: Law enforcement in England and the United States are facing unique challenges. Racial inequality creates complex social problems that are not totally understood by either the police or the public they serve. The needs of marginalized communities are being met with unique responses from both countries that need to be analyzed for their impact especially on public opinion. Additionally, lack of scholarly work discussing local-level law enforcement such as Sheriff’s departments in America and rural officers in England is creating a hole in academic understanding of the entire law enforcement picture. The public’s perception of professionalism and crime safety in rural areas is not well explored.
