Abstract: Describes the process of developing a team structure for technical services at the Penn State library. The idea of team-based structures was initiated in the Acquisitions Department during the early 1990s shortly after the adoption of Continuous Quality Improvement (CQI is a version of Total Quality Management) at Penn State. Such a suggestion rose to the surface during re-organizational discussions that came about as a result of frustrations and feelings of lack of communications with the deeply hierarchical organizational structure that prevailed at that time.
