Abstract: As greater attention is given to public support of private-sector R&D, it becomes imperative for policy makers to be able to offer an economic rationale for publicly-supported partnerships as well as a means for evaluating such relationships. This paper describes the experiences of the United States in forming public/private partnerships and how they have been evaluated.
