Abstract: This study investigated the relationship of the implementation of comprehensive planning and management by objectives to the bureaucratization of a school organization. It was hypothesized that there would be an increase in bureaucratization within a school system as comprehensive planning and management by objectives were implemented. The data were collected by reviewing official school documents for the 1972-1977 school years. The documents included the minutes of the Board of Education meetings, organizational charts and job descriptions, memoranda, written policies and procedures, planning session information, agenda of principals' and central staff meetings, minutes of principals' and central staff meetings, handbooks, and evaluation documents.
