Abstract: I used to live in Minnesota, where a nice piece of legislation called the Clean Indoor Air Act restricts smoking in many buildings. When I first moved there, I assumed the main purpose of the law was to prevent second-hand smoke in indoor environments, which of course is a pretty good idea.
