Abstract: The purpose of this study was to develop policies to support school leadership reform efforts in poverty dense northeastern , North Carolina. There are many northeastern , North Carolina schools that are in need of school principals who have the ability to lead teaching and learning conditions that result in increased student achievement. Based upon the findings of the analysis of the research data collected from my study participants and information detailed in the review of literature , it was the intention of the study to address the significant challenges in the recruitment of school principals to the public school system through the development of policies designed to improve the recruitment of effective school leaders. These proposed policies contain the following basic components: (a) an increase in overall salary compensation (b) automatic contract extensions based upon merit and (c) signing bonuses based upon regional needs.
